Welcome to the JPARC Modernization and Enhancement EIS Website

Announcement: Beginning August 19, 2013, www.jparceis.com will no longer be an active website. Please refer to the Joint Base Elmendorf-Richardson JPARC website (www.jber.af.mil/jparc.asp) for information regarding the JPARC Final Environmental Impact Statement.

The public comment period on the Draft EIS was extended from June 7, 2012 to July 9, 2012. Click here for ALCOM's announcement of the extension. The Draft EIS was released for public review and comment on March 30, 2012. PDF files are available for download for the JPARC Draft EIS Volume I and Volume II. Late comments will be included in the Final EIS appendices and addressed either in the Final EIS or the Record of Decision (ROD).

The proposed JPARC enhancements and expansions would do the following:

  • Enable realistic joint training and testing to support emerging technologies,
  • Respond to recent battlefield experiences, and
  • Enable the Services to train with tactics and new weapons systems to meet combat and national security needs so military personnel can succeed in their mutually supportive combat roles.

Pursuant to the National Environmental Policy Act (NEPA), the JPARC Modernization and Enhancement EIS analyzes potential environmental consequences associated with modernizing or enhancing new or expanded military operations areas, restricted airspace, airspace corridors, ground maneuver training areas, and training complexes. The EIS will address action alternatives, as well as no action alternatives, in which the military would not implement any new proposals and would continue with current baseline training exercises.

The JPARC Final Environmental Impact Statement (EIS) Notice of Availability was published in the Federal Register on Friday 28 June 2013. Following a 30-day waiting period, a Record of Decision will be released which details the lead agencies' final decision as well as any required mitigation of the proposed actions.
